The "E" class vowels are pronounced with either an "eh" sound or "ei" (segol yud). Vowel length is indicated by the nikkud which accompanies each consonant. In modern Hebrew there is no significant differentiation in vowel length for Tsere and Segol.
The hataf segol only occurs with the guttural letters [א ה ח ע].
